FIATA News 25/10/2005
At this year's FIATA World Congress in Moscow it has been pointed out that freight forwarders and logistics service providers offer more and more services to their clients in order to facilitate world trade and the supply chain. More and more specialized tasks and responsibilities are assumed by freight forwarders which makes them the transport organizers "par excellence". Hence, freight forwarders claim a fair remuneration for their interventions and responsibilities. In many cases this is based on the level of the ocean freight rates. However, compensations have been eroded due to the fact that surcharges are not included in the ocean rates. FIATA feels that surcharges that have a permanent character, such as BAF (Bunker Adjustment Factor) and CAF (Currency Adjustment Factor) must be included in the ocean freight since they do not respond to the idea of a surcharge which is by definition not permanent. FIATA calls upon shipping lines, shipping agents (and terminal operators) to reconsider the system of surcharges with questionable names and purposes (Import Administration fee, Peak Season Surcharge, Original Surcharge, Administrative ISPS-add on surcharge) charged to freight forwarders, and to include them in the rates or to absorb them themselves. Indeed, clients of freight forwarders are often not prepared to remit these additionals to freight forwarders. In some cases, e.g. ISPS, they should be considered as normal operational costs of a terminal. FIATA also asks for transparency and justification of these extra charges, which could make them more acceptable.

Pse be informed that Novo Worldwide System sdn bhd has recently work with the Malaysian Customs Dept to assist investors in obtaining the "LMW" licensed Manufactured warehouse in the country so that they can operate as a manufacturer with ease. Many investors have seeked the assistance of their company secretaries who are totally not familiar with the conditions for such application and took more time than a normal application and charge a heavy fees for such services. Due to this, most investors have wasted alot of time and money and find that their productions are delayed and having to pay duties for the parts and machineries into the country. Though this problem has gone unnoticed by the investors, we the forwarder and logistics service provider, feel, it is time that we extend our hand of assistance to these investors when they set foot into Malaysia and assist them to secure the required license at the earliest possible time so as to enable their productions meet their customers deadline of delivery. OECD meeting draws no conclusions 06/02/2001
Ocean carrier representatives, shippers and governments have failed to reach an agreement following anti-trust reform discussions in Paris arranged by the Organisation for Economic Co-operation and Development (OECD). Over 120 delegates attended the meeting to discuss a variety of issues. Shippers called for the reform of anti-trust exemptions, with their views predictably opposed by ocean carrier delegates. US government representatives echoed the country’s stance that anti-trust exemption should be retained following the implementation of the US Ocean Shipping Reform Act last year. The OECD will continue to study the issue with no date yet set for the next meeting.
